Administrative Rule Changes

IDAPA 39.02.22 Rules Governing Registration and Permit Fee Administration
This rule adds a $50.00 setup fee for each installment payment plan. It also removes installment payment plan privileges for customers whose accounts are suspended two or more times for non-payment of installment fees due.

IDAPA 39.03.12 Rules Governing Safety Requirements of Overlegal Permits
This rule changes the minimum size for warning flags to 18” x 18” for permitted overlegal loads.

IDAPA 39.03.16 Rules Governing Oversize Permits for Non-Reducible Vehicles and/or Loads
This rule changes the restriction on front overhang from 4 feet to 7 feet for night operations on two-lane, two-way highways.

IDAPA 39.03.17 Rules Governing Permits for Manufactured Homes, Modular Buildings, and Office Trailers
This rule change will enable the Idaho Transportation Department to allow movement of manufactured homes, modular buildings and office trailers that exceed a width of 16 feet at the base and 18 feet overall on a case-by-case basis. A written request for movement of these units must be submitted prior to being manufactured and a traffic control plan may also be required with the submission.

IDAPA 39.03.22 Rules Governing Overlegal Permits for Extra-Length Vehicle Combinations
This rule change increases the allowable overall length (including load overhang) on “blue-coded routes” from 90 feet to 95 feet.
