I-84, Gowen Road Interchange


Construction Update

Construction on the Gowen Interchange began in early March. The contractor is working on drainage and new pavement on I-84. Traffic has been shifted slightly to give crews more room in the median area.

Current traffic impacts include:

  • Overnight lane restrictions will continue on I-84 for the next several weeks from 8 p.m. to 5 a.m. Monday through Friday, and until 7 a.m. on Saturday and Sunday.
  • Throughout construction, drivers can expect traffic shifts and shoulder restrictions on I-84 and Gowen Road.
  • The speed limit has been reduced to 55 mph on I-84 and 25 mph on Gowen Road.

ITD is replacing the Gowen Interchange and widening I-84 to three lanes in both directions between the Broadway and Gowen interchanges. The project will improve safety and traffic flow.

When complete, the interchange will include:

On Gowen Road (Idaho 21):

  • Two through lanes in both directions. All of the through lanes will be widened.
  • A new third lane on the eastbound side of Gowen Road to Federal Way.
  • Curb, gutter, sidewalks and bicycle lanes.
  • A new traffic signal at the end of the westbound off-ramp.

On the I-84 on-ramps:

  • Wider, longer on- and off-ramps.
  • Two dedicated left-turn lanes from Gowen Road to the westbound I-84 on-ramp.
  • Two dedicated right-turn lanes from Federal Way to the westbound I-84 on-ramp.
  • One dedicated left-turn lane from Gowen Road to the eastbound I-84 on-ramp.

On I-84:

  • Three lanes in both directions between Broadway and Gowen, instead of just two lanes.

In addition to the Gowen Road Interchange reconstruction, ITD will be replacing the Broadway Avenue Interchange in Boise and the Meridian Road Interchange in Meridian.

Background

This project is a result of an Environmental Assessment and a planning study for I-84 from just west of the Orchard Interchange to the Isaacs Canyon Interchange (Eisenman Road). The interstate, built in the late 1960s, was not designed to handle the current traffic volumes. The study recommended improvements for this corridor, including replacing the existing pavement, adding lanes to the interstate, installation of soundwalls, and reconstructing the Orchard, Vista, Broadway, and Gowen interchanges to meet future traffic capacity requirements.

Construction Schedule

Work will begin in Spring 2014 and end in late 2015. Knife River Corporation of Boise is the contractor.

  • Spring 2014: Construction begins on eastbound I-84 and Gowen Interchange.
  • Summer/Fall 2015: Construction begins on westbound I-84.
  • Summer 2015: New I-84 lanes open.
  • Late 2015: Gowen Interchange complete.

Funding

The Gowen Interchange construction will cost $27 million. Funding will come from two sources: the GARVEE Transportation Program and traditional federal transportation funds.

ITD saved $80 million during the GARVEE program due to efficient management and competitive construction bids. The savings will fund reconstruction of the Meridian, Broadway and Gowen interchanges. ITD has provided an additional $44 million for these projects from traditional federal transportation funds.
